Thieves and vandals are making
the job of conserving a special
place in Southland more difficult
for those trying to keeping it that

for the $750,000 Elles Rd
skate park on Monday. The
park, which was due to be
started in May, is supposed to
be redeveloped by April 2014
but was delayed by a legal
dispute that took months to
